The fourth plenary session of the 19th Central Committee of the Communist Party of China was held in Beijing from October 28 to 31, 2019. This is an important and groundbreaking conference that not only points out the direction for the construction of China's social system and governing system in the new era, but also has profound impact on China's future development.

President Xi Jinping once said "Whether the shoe fits or not, only the wearer himself knows. The adoption of a governing system of a country is based on its historical tradition, cultural ideas as well as economical and social development standards, and should be decided by the people of this country.

Having suffered aggression and oppression by western powers for more than one hundred years, the Chinese people finally found a development path suitable for China's national conditions under the leadership of the Communist Party of China after long and hard exploration and practice, that is, the path of socialism with Chinese characteristics. Following this grand path, the Chinese people have made a huge leap from standing up, growing rich to becoming strong, created a development miracle that has attracted worldwide attention. The historic achievements made during the past 70 years since the founding of the People's Republic of China fully prove that the socialist system with Chinese characteristics is the fundamental guarantee for the development and progress of contemporary China. The socialist system with Chinese characteristics and the national governance system have strong vitality and great superiority and plays a key role in promoting China's development and progress, as well as helping Chinese people to achieve the "Two Centenary goals" and realize the "Chinese dream" of the great rejuvenation of the Chinese nation.

If flowers are in full blossom, butterflies will come themselves. The world will be more colorful with cultural diversity, and civilizations can be enriched through exchanges and learning from each other. There is no one-size-fits-all system and development path in the world. What suits oneself is the best. However, some countries often pretend to be patriarchs, pointing fingers at China and other developing countries' governing systems and development paths out from Cold War mentality and through ideological colored lens, mounting malicious attacks and interference, and even plot "color revolutions" in order to subvert other countries . Such behaviors are contrary to the purposes of the UN Charter and the universally recognized norms and principles of international relations, go against the world's development trends and the rule of the development of human society, and are bound to be unanimously opposed and spurned by the international community.

After 70 years of wind and rain, a more confident and powerful China is now standing tall in the east. China has become a promoter of world peace, a contributor to global development, and a defender of international order. Although there will be some storms and submerged rocks in the process of building a socialism with Chinese characteristics, but as long as we calibrate the course, the industrious and brave Chinese people under the leadership of the Communist Party of China will be equipped with confidence and ability to navigate China through all the perils towards far and beyond. No external force can obstruct Chinese people's steps forward. Any attempt to undermine China's system and development path is doomed to failure.

The Fourth Plenary Session of the 19th Central Committee made significant decisions to uphold and improve the socialist system with Chinese characteristics, as well as to modernize the national governance system and governance capabilities. It has set the overall goal which is, by the time the Chinese Communist Party celebrates its 100 anniversary (2021), remarkable results should be made to make the systems in all areas more mature and better defined. By 2035, the system in all areas will be more complete, and the national governance system and governance capacity will be basically modernized. By the 100 anniversary of the founding of the People's Republic of China (2049), modernization of the national governance system and governance capabilities will be fully realized, and the socialist system with Chinese characteristics will be further consolidated and its superiority fully demonstrated. To achieve this goal, this session also formulated system-building action plans covering areas including political parties, politics, rule of law, administration, economy, culture, people's livelihood security, social governance, ecological civilization, military, "one country, two systems", peaceful diplomacy, as well as party and state supervision. These plans outlined a blueprint and direction for the modernization of China's national governance system and the modernization of governance capabilities.

As President Xi Jinping said at the Second China International Import Expo, based on historical perspective, China's development is a great cause of human progress. China's successful experience shows that all roads lead to Rome, and there are more than one successful development model. China will continue to adhere to the independent foreign policy of peace, develop friendly cooperation with all countries based on the Five Principles of Peaceful Coexistence, continue to deepen reform, expand opening up, and promote the establishment of a new type of international relations and a community of shared destiny for mankind. We are willing to share the experience of governance with all developing countries including Tonga, and we will earnestly respect and firmly support all countries in pursuing their own development path. Because China knows better than anyone else that only by wearing the right shoes can one walk his own way well.
